===ABOUT COMPASS CARD===
The reason for the “paying twice” is to force people to get the compass card for easier use across the TransLink bus, Seabus, and SkyTrain network. While it is standard to pay some sort of deposit for a transit smartcard regardless of city/transit system, the methods in which they force you to buy the smartcard varies. For example, in Tokyo, fare calculation is difficult to the point where you buy the PASMO/SUICA to save time and make your commute easier.
